Citing recent rogue-agent incidents such as the OpenAI hijacking of the German DseWiki site and the Hugging Face breach, the proposal includes stiff penalties and calls for international coordination.
The proposal is currently a legislative proposal, not enacted law. Industry reaction is split: some researchers support the red line while several AI company executives worry that overly broad language could slow legitimate research and application. The Sanders office stressed that the bill targets artificial superintelligence specifically, not general-purpose AI regulation. The Casar office added that the pause trigger fires only when a new federal regulator formally assesses a model as approaching the superintelligence threshold.
The proposal comes alongside the G20 Innovation Ministerial's Carolina Principles and the EU AI Office's information requests to more than 30 frontier labs, making September a pivotal month for global AI governance frameworks.
